台灣分會於民國57年成立，一直在美國總會的經援下幫助居住在台灣，被生父遺棄的混血兒。隨著國際情勢的改變，中美斷交，美軍陸續撤離台灣，混血兒的出生人數因而劇減，本會於是擴大服務國內單親兒童及資優兒童。基金會近年來，總會有鑑於台灣的富裕與繁榮，極力鼓勵台灣分會獨立，並繼續在台灣服務混血兒及國內、外需要幫助的兒童，經過三年的努力，在所有董事及許多人的熱心支持下終於籌足了立案基金壹仟萬元，於86年11月成立財團法人台北市賽珍珠。
有鑑於近來大幅增加的外籍新娘，本會秉持一貫服務異國聯姻家庭的宗旨與精神，民國89年開始服務外籍配偶及其子女家庭。
